Ohio Attorney General Opinions 86-23, and later 97-15 allow a county sheriff to declare a snow emergency and temporarily close any or all streets and roads within his jurisdiction for the preservation of the public peace.
Level 1 Snow Advisory
A level one-snow advisory means that roadways are snow covered and hazardous. Motorists are urged to drive very cautiously
Level 2 Snow Advisory
A level two-snow advisory means that roadways are hazardous with blowing and drifting snow. Roads can be very icy. Only those who feel it is necessary to drive should be out on the roadways. People should contact their employer to see if they should report to work. Obviously, if you are driving, use extreme caution
Level 3 Snow Advisory
A level three snow advisory means that all roadways are closed to non-emergency personnel. No one should be driving during this condition unless it is absolutely necessary or a personal emergency exists. All employees should contact their employer to see if they should report to work. Anyone traveling on the roads may subject themselves to arrest.
